This World Bank funded project had the overall aim of restructuring the agriculture industry following the breakup of the Soviet Union and the destruction of primary infrastructure.

A national program was developed and implemented that resurrected the sheep and cropping industries through a system of co-operatives that also provided extension support.

For each industry, a marketing structure was developed that provided feedback to the producer enabling him to make necessary improvements and exploit price variation for quality produce. The industries were integrated as far as possible for efficiency.
